Because there is no sentense or no context,sometimes,a word have diffence means in diffence sentence.For example,the worde "book".I want to book a room;I have a book which buyed by my mother.the first means "order",and the second you can understand easily.so it is difficult to give your key.

yeah,,u are right and what u said is sense
however,the phrase i asked is limited.,u can see the modification---
grade to modify inflation,inflation to supplement grade
i think it has a fixed meaning
